U can easily notice it at game start. You will have growing unrest but after lowering taxes some hidden modifier disappears and unrest no longer grows. Metsuke! Dont bother using em for anything else than town overseeing they provide counter to unrest growth. MoSS is generally a mess in case of those modifiers.
